I tried to review a product the other day and encountered this error.
Amazon does not permit reviews from customers whose relationship to the product or seller may be perceived as biased.
Anyone ever seen this message before when reviewing on Amazon... ?

Yes, if you get the product for 90% discount you cant review it. Amazon new rules now apply

I looked into this: it means exactly what it says. That's why no one should try to game the system. There's nothing about getting 89% off and you can leave a review but not 90%- don't let anyone bullsh*t you and let them get away with it. I just reviewed another locally purchased product and there was no issue with 100% discount.
The PayPal scam is as detectable as all the other review manipulations so everyone who engages in that is risking their seller account. I'm not sure why they'd want to do that but it's not for me to decide. Just be sure you don't participate as a reviewer- there are consequences for you too.

I have found out some more information about this.
The message "Amazon does not permit reviews from customers whose relationship to the product or seller may be perceived as biased." appears when
the seller is logged into their seller account and views a potential reviewers profile. So when they order the product within a short time its biased!
Try:
Sending screenshot of profile
Make sure the seller is logged out of their Amazon account when viewing profiles
Reviewer must let some time pass before ordering
